Draft direct selling law to allow multi-level marketing in Myanmar

The Myanmar government is considering a draft Direct Selling Law ("draft Law") which will regulate direct selling in Myanmar, including multi-level marketing ("MLM"). MLM business has been prohibited in Myanmar since September 2018. The draft Law defined direct sales as the selling of goods and services either by meeting in person or ordering or communicating via an electronic system to consumers. The draft Law seeks to strengthen consumer protection and awareness, as well as oversight in this area. Businesses that conduct direct selling activity, as defined in the draft Law, will be required to register with the Myanmar Department of Consumer Affairs.
