COVID-19 Response: FAQs (MCO 2021)
On 11 January 2021, the Prime Minister of Malaysia announced the imposition of a “Movement Control Order” (“MCO”) in the states of Penang, Selangor, Melaka, Johor and Sabah, and the Federal Territories of Kuala Lumpur, Putrajaya and Labuan in order to contain the spread of COVID-19 in Malaysia. Another six states (Pahang, Perak, Negeri Sembilan, Kedah, Terengganu and Kelantan) have been placed under a “Conditional Movement Control Order” (“CMCO”), whereas Perlis and Sarawak have been made subject to a “Recovery Movement Control Order” (“RMCO”) for the same period. These measures will remain in force for two weeks from 13 January until 26 January 2021. For more details, please see our article in relation to the MCO here.
Subsequent to the announcement on 11 January 2021, MCO was imposed in the state of Kelantan from 16 January until 26 January 2021, and in Sibu, Selangau and Kanowit districts in the state of Sarawak from 16 January until 29 January 2021. The remaining districts in Sarawak have been placed under CMCO from 18 January until 31 January 2021. The districts of Seremban and Port Dickson in the state of Negeri Sembilan have been placed under MCO from 19 January until 1 February 2021.
On 19 January 2021, it was announced that the states of Perak, Kedah, Perlis, Negeri Sembilan, Pahang and Terengganu will be placed under MCO from 22 January until 4 February 2021, thus bringing the entire country except for certain parts of Sarawak under MCO.
On 21 January 2021, it was announced that MCO imposed in Penang, Selangor, Melaka, Johor, Sabah and Kelantan, and the Federal Territories of Kuala Lumpur, Putrajaya and Labuan has been extended to 4 February 2021.
On 2 February 2021, it was announced that MCO imposed on all states except Sarawak has been extended to 18 February 2021.
On 16 February 2021, it was announced that MCO imposed in Selangor, Kuala Lumpur, Johor and Penang has been extended to 5 March 2021. Other states that were under MCO previously will be placed under CMCO, effective from 19 February 2021 to 4 March 2021, while Perlis will be placed under RMCO.
On 2 March 2021, it was announced that Selangor, Kuala Lumpur, Johor and Penang that were under MCO previously will be placed under CMCO, effective from 5 March to 18 March 2021. The CMCO imposed in Kedah, Kelantan, Negeri Sembilan and Perak has been extended to 18 March 2021. Melaka, Pahang, Terengganu, Putrajaya, and Labuan that were under CMCO previously will be placed under RMCO from 5 March to 18 March 2021.
On 16 March 2021, it was announced that CMCO previously imposed in Selangor, Kuala Lumpur, Johor, Penang and Kelantan has been extended to 31 March 2021. Kedah, Negeri Sembilan and Perak that were under CMCO previously will be placed under RMCO from 19 March to 31 March 2021. The RMCO previously imposed in Melaka, Pahang, Terengganu, Putrajaya and Labuan has been extended to 31 March 2021.
On 30 March 2021, it was announced that CMCO previously imposed in Selangor, Kuala Lumpur, Johor, Penang and Kelantan has been extended to 14 April 2021. The CMCO previously imposed in Sarawak has been extended to 12 April 2021. The RMCO previously imposed in Kedah, Melaka, Negeri Sembilan, Pahang, Perak, Perlis, Sabah, Terengganu, as well as the Federal Territories of Putrajaya and Labuan has been extended to 14 April 2021.
On 12 April 2021, it was announced that CMCO previously imposed in Selangor, Kuala Lumpur, Johor, Penang and Kelantan has been extended to 28 April 2021. The CMCO previously imposed in Sarawak has been extended to 26 April 2021. The RMCO previously imposed in Kedah, Melaka, Negeri Sembilan, Pahang, Perak, Perlis, Sabah, Terengganu, as well as the Federal Territories of Putrajaya and Labuan has been extended to 28 April 2021.
On 14 April 2021, it was announced that seven districts in Kelantan (Kota Bharu, Pasir Mas, Pasir Puteh, Bachok, Machang, Tumpat and Tanah Merah) and five districts in Sarawak (Kuching, Bintulu, Miri, Sibu and Meradong) will be placed under MCO from 16 April to 29 April 2021.
On 15 April 2021, it was announced that two districts in Sabah (Sandakan and Tawau) will be placed under MCO from 17 April to 30 April 2021.
On 21 April 2021, it was announced that three districts in Kelantan (Jeli, Kuala Krai and Musang) will be placed under MCO from 22 April to 29 April 2021, bringing the entire Kelantan under MCO.
On 27 April 2021, it was announced that the MCO previously imposed in Kelantan has been extended to 17 May 2021. Sabah and Sarawak will be placed under CMCO until 17 May 2021. The CMCO previously imposed in Selangor, Kuala Lumpur, Johor, and Penang has been extended to 17 May 2021. The RMCO previously imposed in Kedah, Melaka, Negeri Sembilan, Pahang, Perak, Perlis, Terengganu, as well as the Federal Territories of Putrajaya and Labuan has been extended to 17 May 2021.
On 30 April 2021, it was announced that five districts in Kedah (Kota Setar, Kuala Muda, Bandar Baharu, Baling and Kulim) will be placed under MCO from 1 May to 14 May 2021.
On 4 May 2021, it was announced that six districts in Selangor (Hulu Langat, Petaling, Gombak, Klang, Kuala Langat, and Sepang) will be placed under MCO from 6 May to 17 May 2021.
On 5 May 2021, it was announced that the Federal Territory of Kuala Lumpur will be placed under MCO from 7 May to 20 May 2021. Several localities in Johor (Johor Baru, Kulai and Kota Tinggi), Perak (Taiping, Larut Matang and Selama) and parts of Terengganu's Besut district will be placed under MCO from 7 May to 20 May 2021.
On 10 May 2021, it was announced that the whole of Malaysia will be placed under MCO from 12 May to 7 June 2021.
On 28 May 2021, it was announced that the whole of Malaysia will be placed under total lockdown from 1 June to 14 June 2021 (“FMCO”).
On 11 June 2021, it was announced that the FMCO will be extended to 28 June 2021. On 27 June 2021, it was announced that the FMCO will be extended indefinitely until further notice.
On 15 June 2021, the Prime Minister of Malaysia announced the introduction of the National Recovery Plan which contains a four-phase exit strategy to transition out of the COVID-19 crisis. The key threshold indicators for the four phases are (i) average daily new infections, (ii) capacity of the healthcare system based on the occupancy of intensive care unit (ICU) beds, and (iii) vaccination rate as follows:

As at 4 October 2021, the States in each phase of the National Recovery Plan are as follows:
- Phase One: None
- Phase Two: Kedah, Johor, Perak, Pulau Pinang, Kelantan, and Sabah
- Phase Three: Federal Territory of Kuala Lumpur and Putrajaya, Melaka, Selangor, Pahang, Terengganu, Perlis and Sarawak
- Phase Four: Federal Territory of Labuan, Negeri Sembilan
