In a further effort to contain the COVID-19 outbreak, the Prime Minister of Malaysia announced on 25 March 2020 that the restrictive measures described in what he termed the “Movement Control Order” (“MCO”) that had been implemented on 18 March 2020 and had been due to end on 31 March 2020 (“Initial Period”), would be extended to cover the period from 1 April to 14 April 2020 (“Second Phase Period”).

The regulatory basis for the measures announced by the Prime Minister to combat the spread of COVID-19 during the Initial Period may be found in the Prevention and Control of Infectious Diseases (Declaration of Local Infected Areas) Order 2020 (“PCID Order”) and the Prevention and Control of Infectious Diseases (Measures within Infected Local Areas) Regulations 2020 (“Initial PCID Regulations”), both issued under the Prevention and Control of Infectious Diseases Act 1988 (“PCIDA”).

Both the PCID Order and the Initial PCID Regulations only had effect during the Initial Period. For more information on the PCID Order and the Initial PCID Regulations, please refer to our previous alert here.
