Telecommunication and Subscription Television Dispute Resolution Scheme set up on 1 April 2022

On 1 April 2022, the Telecommunications (Dispute Resolution Scheme) Regulations 2022 and the Info-communications Media Development Authority (Dispute Resolution Scheme) Regulations 2022 (collectively, “Regulations”) came into force for the establishment of the Telecommunication and Subscription Television Dispute Resolution Scheme (“Scheme”). The Scheme will be operated by the Singapore Mediation Centre. Every declared telecommunication licensee and designated media licensee must participate in the Scheme in accordance with the terms and conditions set out in the Schedule to the Regulations.
By way of background, the Info-communications Media Development Authority (“IMDA”) conducted a public consultation from 17 January 2018 to 21 March 2018 to seek feedback on various aspects of a proposed Alternative Dispute Resolution (ADR) scheme for the telecommunication and media sectors. On 4 March 2022, IMDA issued its decision through an explanatory memorandum which sets out comments received, IMDA’s responses and decisions.
