MOM updates advisory for employers and employees travelling to and from Covid-19 affected areas

On 14 August 2020, the Ministry of Manpower (“MOM”) updated its advisory for employers and employees travelling to and from Covid-19 affected areas on the following:
- Periodic Commuting Arrangement (PCA) scheme for Malaysian / Malaysia PR work pass holders: Work pass holders who are Malaysian or Malaysia permanent residents (PRs) entering Singapore by land from 17 August 2020 can be brought in under the Periodic Commuting Arrangement (PCA) scheme. All other pass holders, including those on in-principle approval (IPA), Dependant’s Pass, Long Term Visit Pass and Letter of Consent (LOC), must continue to obtain MOM entry approval to enter Singapore.
- Travel arrangements to bring pass holders in: Further to existing obligations, employers requesting for MOM entry approval for pass holders should ensure that there are available flights/transport and the pass holders can travel to Singapore on their planned arrival date before making the request for MOM entry approval. Once MOM approval is obtained, employers should confirm the flight/transport immediately.
- Changes to the timeline for the outcome of requests: The outcome of requests for MOM entry approval will be available (1) on the same day if the request is made before 12pm on a working day, or (2) the next working day if the request is made after 12pm on a working day or on a weekend or public holiday.
On 24 August 2020, MOM further updated the advisory to set out that for a pass holder who has received MOM entry approval, the employer must pay for the pass holder’s Covid-19 test and stay at the dedicated Stay-Home Notice (SHN) facility, if applicable, even if the pass holder does not enter Singapore as planned.
